Owner's engineer
An owner's engineer is an adviser to the owner. They do not build the plant. The owner publishes the advisory scope, and the firm proposes the review and the reporting work. The category on the form is Owner's engineer.
The adviser does not take the construction contract. The owner keeps the build and the equipment contracts. The adviser is responsible for the advisory work named in the RFP. Exclusions stay with the party the RFP names. The form's contract-model list is lump sum turnkey, EPCM, cost plus, and design-build. This sample uses cost plus because that value is on the form.
Typical deliverables are design review, construction review, and comments back to the owner through the target commercial operation date. They do not include building the plant. Inclusions and exclusions say what the review covers. The form's example inclusion is engineering, and its example exclusion is land.
An owner chooses an owner's engineer when they want an adviser and they do not want that firm to build the plant. The award, the contract, and the deal stay separate records. Equipment for the plant is sourced in Modular power equipment.
